Previously, if a user has clicked on your advertisement on google on a particular device, they would be unable to click on it again on another device.

In a new update from Google, they have announced this will no longer be the case for users. Brad Bender the VP of display and advertising at Google stated

“We’re introducing cross-device remarketing for Google Display Network and DoubleClick Bid Manager to help you reach the same user across devices, apps, and sites. You can now tell a single story to your audience and decide how frequently they see your ad across devices,”
